Owen holds a BS from the University of Colorado and an MS from Western Illinois University. He worked for the US Geologic Survey on the Yucca Mountain Nuclear Repository and later served in Peace Corps Kenya teaching Community Development and Agro-Forestry. Owen returned to the United States and became a Peace Corps Fellow at Western Illinois University and the Community Development Director in Princeville, Illinois. He moved to the Keys in 2000 and worked as a Senior Planner for the City of Key West under Ty Symroski.
While working for the City, Owen’s colleagues elected him to represent their interests on the City Pension Board. In 2003, Owen left public service and entered the private sector working under Donald Craig. In 2004, Owen and his partner, Richard Puente, formed Trepanier & Associates – Land Planners and Development Consultants.
Owen has served on the Boards of Reef Relief, the Bahama Village Consortium, Habitat for Humanity, the Truman Waterfront Advisory Board and the Florida Keys Foster and Adoptive Parent Association.
Richard Puente Vice President
Richard is originally from Dallas, Texas and brings strong administrative and office management experience. Richard has achieved success in a non-traditional path; he attended Computech Vocational School in Dallas, Texas - an accelerated program specializing in Office and Business Practices. Richard relocated to Los Angeles, California, and attended Los Angeles Community College. In 1999 while vacationing in Florida, Richard relocated to Key West to take advantage of the entrepreneurial spirit and sunshine. Richard is a foster and adoptive parent, volunteers for the Florida Keys Foster and Adoptive Parent Association serving as Secretary.
Patrick Wright Planner
Patrick is originally from Philadelphia, PA. He holds a BA in Geography with a minor in Emergency Management and Environmental Hazards from Millersville University. Patrick worked for the City of Key West, Planning Department as an intern and full time employee from 2008-2011. Patrick’s interests include land use issues, environmental policy, and sustainable development. In his free time, Patrick serves as the Vice President for Key West Rugby Club, enjoys Bocce Ball and spear fishing.
Lori Thompson Development Specialist
A native Key Wester, Lori earned a B.A. in Art History from the University of South Florida. She worked with the Historic Tampa/Hillsborough County Preservation Board and was involved in the establishment of the Temple Terrace, Plant City, and Seminole Heights historic districts on the National Register of Historic Places.
Lori returned 1993, to work on research projects for Crane Point Hammock and the Key West Lighthouse. Her reasearch was instrumental in the Key West Keeper's Quarters for it's rehabilitation and restoration. She then turned her attention to teaching grade levels Kindergarten to 8th for students with varying mental, emotional and behavioral disabilities.
Lori is a foster and adoptive parent and Vice President of the Florida Keys Foster and Adoptive Parent Association.
Alvina Scott-Covington Adminstrative Assistant
Originally from Key West, Alvina spent the majority of her career at the Monroe County Tax Collector's Office. She has a strong background in office and administrative skills. She is a Florida Department of Revenue Certified Florida Assistant. Alvina is an avid sports fan and loves singing with Voices of Praise Community Choir.
Kevin Sullivan Planner
A native Floridian, born and raised in Jacksonville, Kevin earned a BS from Stetson University in Environmental Science and Biology. Kevin has more than 6 years experience in Florida local government planning and is an AICP certified Planner as well as an ISA certified Arborist. Kevin’s planning experience ranges from regional military joint land use planning to GIS scenario planning to zoning and technical site plan review. Kevin is currently pursuing his Masters in Public Administration.
